Kauai Council Con (Parts 1 and 2) are unedited video clips that act as a contextualizing reference point for the digital media educational outreach project "Propaganda Confidential." The mission of "Propaganda Confidential" is to increase awareness of how propaganda techniques are used. This awareness will hopefully increase critical thinking skills of observers.

On June 15, 2006 members of the Kauai County Council created and discussed a conspiracy theory by unknown members of the public and called for an investigation to determine who had intentionally altered a government document to make them look bad, and determine if any illegality had occurred in doing so. The council called for an investigation. Subsequent to this council meeting and 10 days prior to the election for Kauai County Council, the Hawaii Attorney General raided the home of retired Kauai Police Chief and a candidate for county council K.C. Lum, and seized computer and digital photo equipment as part of the council requested investigation. Lum lost the election. After a six month investigation the Attorney General returned Lum's equipment and closed the investigation. The investigation revealed the document alteration turned out to be an inadvertent sheet-feed error on the part of a Honolulu based paralegal. Lum had nothing to do with the sheet-feed error. The sheet feed error was apparent to many, but evidently none of those people were members of the Kauai County Council.
